Passport Police Verification — Process, Adverse Reports and Fixing a Stuck Application
After passport appointment formalities, the file goes for police verification: the local station confirms your address and checks criminal records — clear reports release the passport in days. Trouble comes from address mismatches, tenants without local proof, pending cases, and files sitting at the station. Fixes: watertight address documents, honest disclosure of any case (concealment is the real offence), status tracking, and the PSK grievance ladder.
કાનૂની સમયમર્યાદા
- After PSK visit — PV initiated (file reaches your police station)
- 1–3 weeks typical — Station verification (constable visit / e-verification)
- Escalate — Stuck beyond a month (PSK grievance + SP office)
- Immediately — Adverse report response (representation to the RPO)
પગલું-દર-પગલું: શું કરવું
- 1
Set the verification up to succeed
Address documents that match, availability, local presence.

PV checks two things: you live where you claim, and criminal antecedents. Give the address you actually live at (current address matters; you can hold mail elsewhere), with matching proofs (Aadhaar updated to it helps everything — update first if needed); tenants: rent agreement + landlord contactability. Keep your phone reachable — constables call before visiting; missed contact = "not found at address" reports. References/neighbours being aware you exist at the address genuinely matters in some states.

Pending or past cases: disclose, never conceal
The form's criminal-history questions are the real test.

અમે આ તમારા માટે કરીએ છીએ — ₹299Disclose FIRs/cases truthfully — suppression is an offence under the Passports Act (Section 12) and grounds for impounding later; disclosure, by contrast, routes you into a manageable process: pending-case applicants can get passports with court permission (a standard application in the pending case; courts grant travel-consistent permissions routinely) under the GSR exception framework, often as short-validity passports. Closed/acquitted cases: carry the final report/judgment copies for the verifying officer. An advocate's ₹299 consult before filing beats explanations after an adverse report.

Track and unstick the file
mPassport status → station follow-up → PSK/SP escalation.

અમે આ તમારા માટે કરીએ છીએ — ₹199Track on passportindia.gov.in/mPassport Seva ("police verification initiated/completed"). Sitting at the station beyond 2–4 weeks: visit politely with your documents (constables juggle piles; presence resolves most), then escalate — grievance on the portal, the RPO's public grievance cell, the district SP's passport cell, and CPGRAMS. States with e-verification (mPassport Police app) move in days; paper states need the follow-up. An RTI asking the file's station-level status is the classic unsticker.

Adverse reports: contest with paper
Representation to the RPO; annexures and affidavits cure most.

Adverse PV ("not residing", "case pending", document doubts) triggers an RPO show-cause/rejection — respond with a written representation + evidence: fresh address proofs and neighbour/landlord affidavits for residence issues; court orders/final reports for case issues (our ₹199 annexure/affidavit service prepares the standard formats). Re-verification is ordered on good representations. Refusals under Section 6 are appealable to the Chief Passport Officer (and writ jurisdiction beyond) — but the paper-first representation resolves the bulk without appeals.

Disclosure strategy / adverse-report response
Bribe demands at verification are reportable (state anti-corruption helplines) — and unnecessary: clean files clear on their own, and stuck files respond to the escalation ladder above.

વારંવાર પૂછાતા પ્રશ્નો
How long does police verification actually take?
App-based e-verification states: days. Paper-file states: 1–3 weeks typically, plus RPO processing. The overall passport timeline is dominated by PV — which is why address-document hygiene and reachability are the real speed levers.
I'm a tenant and the landlord won't give documents. What works?
A registered rent agreement is the cleanest; failing that, UIDAI-updated Aadhaar at the address plus bank/utility mail there builds the case, and a landlord's simple consent letter usually suffices where full documents are refused. Chronic mismatch cases should update Aadhaar first — it anchors every later verification.
There's an old closed FIR against me. Will my passport be refused?
Closed/acquitted matters are not refusal grounds — but disclose them and carry the closure/acquittal papers for the verifying officer and RPO. Refusals and impoundings arise from PENDING proceedings without court permission, and from concealment. Honest disclosure + documents = manageable.
A criminal case is pending against me. Can I get a passport at all?
Yes — with the criminal court's permission: a standard application in your pending case seeking leave to obtain/renew a passport (and travel, if needed). Courts grant these routinely for work/family travel with conditions. The GSR framework then lets the RPO issue, commonly a short-validity passport during the case.
The constable demanded money to file a "good" report. What should I do?
You are not required to pay anything — PV is part of your paid passport service. Note the identifiers, report on the state anti-corruption/vigilance helpline and to the SP's office, and continue the normal process; files clear on documents. Paying invites repeat demands and validates the racket.
