Moving States with Your Vehicle — NOC, Re-Registration, Road Tax Refund and the BH Series
Keeping a vehicle in another state beyond 12 months requires re-registration: take an NOC (Form 28) from your origin RTO, pay the new state's road tax, and apply for a new registration mark — then claim the origin state's pro-rata road tax refund. Most steps run on parivahan.gov.in. Frequently-transferred employees should consider the BH (Bharat) series, which removes the whole cycle.

Apply for the NOC (Form 28, in triplicate) at the RTO where the vehicle is registered — online on parivahan.gov.in in most states. The RTO verifies no pending challans/taxes and no theft record (CCTNS check), and a financed vehicle needs the financier's consent. The NOC notes the destination state. Validity is limited (commonly 6 months) — sequence your move accordingly.

Skipping re-registration invites seizure/penalties in the new state and complicates insurance claims — the 12-month grace is generous; use it to finish the paperwork, not to hide.

Do I really need to re-register if I keep my old plates?
Beyond 12 months of keeping the vehicle in the new state, yes (Section 47, MV Act) — enforcement varies but road-tax evasion penalties, checkpost seizures and insurance-claim friction all bite the overstayer. Students and genuinely temporary postings within the window are fine on old plates.
Can I do the whole process without traveling back to the origin state?
Mostly yes: Form 28 NOC applications are online in most states, and documents move by post/representative. The refund claim is also by application. One practical dependency is clearing old challans — do that on the portal before applying, or the NOC stalls.
How is the new state's road tax calculated on my used car?
On the original invoice value with age-based depreciation per that state's schedule, at that state's rate (roughly 6–15% band across states, higher for costlier vehicles/diesel in some). The refund from the origin state offsets part of it — always net the two before deciding whether re-registration or selling-and-rebuying makes sense.
Who can take a BH series registration?
Government employees (centre/state/PSU) and private employees of companies with offices in four or more states/UTs — proof via employment certificate (Form 60). Tax runs in 2-year blocks at BH rates; the mark stays valid across India with no NOC/re-registration on moves.
What about my driving licence when I move states?
Your DL is valid pan-India — no re-issue required. You may optionally update the address (helps with local processes); that is a simple application with address proof, doable online in most states via parivahan.
