Caste, Income and Domicile Certificates — Who Issues Them, Documents and Timelines
Caste, income and domicile (residence) certificates are issued by your tehsil/SDM office — applied online through state e-district portals in almost every state. Typical requirements: ID and address proof, a sworn affidavit, and for caste certificates, proof of a relative's prior certificate or community records. Fees are nominal (₹20–100); statutory timelines run 7–30 days under state service-guarantee laws.

Know which certificate and which authority
Tehsildar/SDM issues all three; formats differ by purpose.

Caste certificate (SC/ST/OBC — and the central OBC non-creamy-layer format for central jobs/institutes), income certificate (family income for scholarships, EWS, fee waivers), and domicile/residence certificate (state quotas, admissions) are all issued by the tehsildar/SDM/revenue office of your residence. Central-format OBC-NCL and EWS certificates have prescribed proformas — name the exact purpose in the application so the right format issues.

இதை உங்களுக்காகச் செய்கிறோம் — ₹199Every major state runs these through its e-district/citizen portal (linked from india.gov.in service directory) — create the account, pick the certificate service, fill the family/income/residence details, upload documents and pay the ₹20–100 fee. Documents commonly needed: Aadhaar, address proof, ration card, passport photo, supporting affidavit (our ₹199 drafting covers the state format), plus salary slips/ITR for income and old caste records for caste.

Caste certificates: the lineage evidence
A relative's certificate or old records anchor verification.
விவரங்களைப் பார்க்கவும்
Verification for caste certificates leans on lineage: a parent's/grandparent's caste certificate, old school records (TC showing caste), land/revenue records, or community verification by the patwari. Migrant families are certified by the state of origin's records — a person's caste status doesn't change by migration, but which state issues (and whether the new state recognises it for its quotas) follows origin-state rules. OBC non-creamy-layer additionally screens parental income/office — renewed as income changes.

Chase timelines with the service-guarantee law
RTPS Acts fix deadlines — and appeal officers exist.
விவரங்களைப் பார்க்கவும்
Most states' Right to Public Services Acts notify deadlines for these certificates (commonly 7–30 days) with appellate officers empowered to penalise defaulting officials. If your application sits: file the RTPS appeal citing the notified timeline, and an RTI application asking the status and officer holding the file — the named-officer effect moves stuck files. Renew income certificates per scheme rules (commonly valid 6–12 months); caste and domicile certificates generally don't expire.

False caste/income declarations invite prosecution and cancellation of everything obtained — benefits, admissions, jobs — with recovery. These certificates are checked against records; apply on truth, appeal on delay.
இந்தப் பிரச்சினைக்கான இலவச வடிவங்கள்
அடிக்கடி கேட்கப்படும் கேள்விகள்
How long is an income certificate valid?
Commonly 6 months to 1 year from issue (state-wise), because income changes annually — scholarship and EWS schemes state the freshness they need. Caste certificates are generally lifetime documents; OBC non-creamy-layer status needs periodic renewal since it depends on current parental income.
My father never made a caste certificate. Can I still get one?
Yes — lineage can be proved through other records: grandparents' certificates, old school registers recording caste, revenue records, or community/panchayat verification. The enquiry takes longer without a direct parental certificate, but absence of one is not a bar.
I moved states. Which state issues my certificates?
Domicile follows genuine residence per the new state's rules (period-of-residence conditions apply). Caste follows the family's state of origin — the origin state certifies, and central institutions accept it; state-quota recognition in the new state depends on that state's policy. Income certificates issue where you reside.
The application has been pending for months. What actually works?
Two levers: the state Right to Public Services appeal (cites the notified deadline; officers face fines) and an RTI asking the file's status and the officer responsible. Both convert quiet delay into recorded accountability — most stuck certificates issue within weeks of that combination.
What is the EWS certificate and who qualifies?
The Economically Weaker Section certificate (10% quota for non-SC/ST/OBC) requires family income below ₹8 lakh and asset ceilings (land/house limits) — issued by the same tehsil/SDM machinery on the central proforma, valid for the financial year. Income + asset affidavits and verification apply.
