Moving States with Your Vehicle — NOC, Re-Registration, Road Tax Refund and the BH Series
Keeping a vehicle in another state beyond 12 months requires re-registration: take an NOC (Form 28) from your origin RTO, pay the new state's road tax, and apply for a new registration mark — then claim the origin state's pro-rata road tax refund. Most steps run on parivahan.gov.in. Frequently-transferred employees should consider the BH (Bharat) series, which removes the whole cycle.
कायदेशीर मुदती
- 12 months max — Use in new state on old plates (from bringing the vehicle in)
- 1–4 weeks — NOC from origin RTO (Form 28 application (online))
- Weeks — New-state tax + re-registration (assignment of new mark)
- Post re-registration — Road-tax refund claim (origin state, with proof)
पायरी-पायरीने: काय करावं
- 1
NOC first: Form 28 from the origin RTO
Clearances checked, hypothecation consent needed.
तपशील पहा
Apply for the NOC (Form 28, in triplicate) at the RTO where the vehicle is registered — online on parivahan.gov.in in most states. The RTO verifies no pending challans/taxes and no theft record (CCTNS check), and a financed vehicle needs the financier's consent. The NOC notes the destination state. Validity is limited (commonly 6 months) — sequence your move accordingly.
- 2
Pay the new state's road tax + re-register
Form 20/27, address proof, tax on depreciated value.
तपशील पहा
आम्ही हे तुमच्यासाठी करतो — ₹199In the new state: pay road tax (lifetime tax computed on the invoice value less depreciation — states differ meaningfully in rates), then apply for assignment of a new registration mark (Forms 27/20) with the NOC, RC, insurance, PUC, address proof and fees; fitness/inspection where required. Update the insurance policy's registration details and address — premiums and validity follow the vehicle's state. Hypothecation carries over onto the new RC.
- 3
Claim the origin state's refund
Pro-rata lifetime tax comes back — most people forget.
तपशील पहा
After re-registration, claim the pro-rata refund of lifetime road tax from the origin state (application with the new RC, old RC/tax receipts, NOC copy — Form 16/state-specific). Refunds run on the unexpired-years proportion and take months; they are nonetheless real money on a car taxed at 8–15% of invoice value. File it — the state will not volunteer it.
- 4
Or skip the cycle: the BH series
For transferable-job holders — one mark, pan-India.
तपशील पहा
Eligible owners — central/state government employees and private-sector employees whose companies have offices in 4+ states/UTs — can register new vehicles in the BH (Bharat) series: road tax paid in 2-year blocks, no re-registration on interstate moves. Existing-vehicle conversion to BH has been enabled progressively (check current rules on parivahan). For serially-transferred families, BH removes this guide's entire problem — choose it at purchase.
खर्च आणि काय अपेक्षित
- ₹100 approx
NOC (Form 28)
Plus any pending dues cleared
- State-wise %
New-state road tax
On depreciated value; the big number
- ₹500–1,500
Re-registration + HSRP plates
Fees + new high-security plates
- Pro-rata
Refund recovered from origin state
File for it — months, but real money
Skipping re-registration invites seizure/penalties in the new state and complicates insurance claims — the 12-month grace is generous; use it to finish the paperwork, not to hide.

वारंवार विचारले जाणारे प्रश्न
Do I really need to re-register if I keep my old plates?
Beyond 12 months of keeping the vehicle in the new state, yes (Section 47, MV Act) — enforcement varies but road-tax evasion penalties, checkpost seizures and insurance-claim friction all bite the overstayer. Students and genuinely temporary postings within the window are fine on old plates.
Can I do the whole process without traveling back to the origin state?
Mostly yes: Form 28 NOC applications are online in most states, and documents move by post/representative. The refund claim is also by application. One practical dependency is clearing old challans — do that on the portal before applying, or the NOC stalls.
How is the new state's road tax calculated on my used car?
On the original invoice value with age-based depreciation per that state's schedule, at that state's rate (roughly 6–15% band across states, higher for costlier vehicles/diesel in some). The refund from the origin state offsets part of it — always net the two before deciding whether re-registration or selling-and-rebuying makes sense.
Who can take a BH series registration?
Government employees (centre/state/PSU) and private employees of companies with offices in four or more states/UTs — proof via employment certificate (Form 60). Tax runs in 2-year blocks at BH rates; the mark stays valid across India with no NOC/re-registration on moves.
What about my driving licence when I move states?
Your DL is valid pan-India — no re-issue required. You may optionally update the address (helps with local processes); that is a simple application with address proof, doable online in most states via parivahan.
