Never hand over a vehicle on a blank-signed RC or "we'll transfer later" promise — the registered owner remains liable for everything the vehicle does until the RC actually changes.

Who is responsible for the RC transfer — buyer or seller?

The buyer files the transfer application (Form 30 within 14 days), but the seller has a parallel duty to report the sale (Form 29) and every incentive to see it through — the registered owner stays liable for challans, taxes and accident claims until the RC changes. Both should track it to completion on VAHAN.

Can the transfer be done fully online?

In most states the application, fee and document upload are online on parivahan.gov.in, with one RTO visit for verification where required; several states are fully faceless for transfers. Aadhaar-authenticated services skip the visit entirely where enabled.

What if the vehicle still has a loan (hypothecation)?

The RC carries the financier's name; transfer needs either loan closure + Form 35 (hypothecation termination) with the bank NOC, or the financier's consent to transfer with the loan (rare). Close the hypothecation first — it is the most common reason applications bounce.

The seller/buyer is in another city and can't come to the RTO. Options?

Forms 29/30 can be signed and couriered — physical presence of both parties is generally not required if documents are complete and attested. For inter-state moves, the origin-RTO NOC (Form 28) can also be applied online. A specific-purpose power of attorney handles truly absent parties.

How do I check if the transfer actually happened?

Search the vehicle number on vahan.parivahan.gov.in — the owner name, hypothecation and fitness details are public. Sellers should screenshot the changed entry; that record is what ends your liability for the vehicle's future challans and accidents.
