No — it is statutory under the SMA. What varies is everything around it: online filing, appointment efficiency, and solemnisation promptly on day 31. Will my parents be informed of the notice?

The notice is displayed publicly at the marriage office, and a copy goes to the permanent-address district office if different — the law does not send personal notices to parents, but public display means discovery is possible.
